St. Charles, James "Jim" Henry Tlougan, 68, of St. Charles died Thursday, March 28th at St. Mary's Hospital in Rochester. Jim was born January 10, 1945 in Lanesboro to Reuben and Luella (Heuser) Tlougan. He graduated from St. Charles High School in 1963 and enlisted in the United States Army, serving from 1963-1967, having fought in Vietnam. He boxed in the service and as an amateur, known as "Two Guns Tlougan". Jim worked road construction, helping build Interstate 90. Later he owned Tlougan's' Place in Utica for several years, worked for Great Plains Gas and retired from Progressive Ag. Jim umpired for several years and completed professional umpire training in Florida. He was a member and past commander of the St. Charles American Legion, belonged to the Moose Lodge, where he enjoyed pool league, playing 500, horseshoes and bartending. He also bowled. Jim was an avid sports fan, cheering for the Twins and the Vikings. He enjoyed spending time outdoors, whether fishing up north, sitting around a campfire or on his porch. Jim also loved to spend time with family and enjoyed attending his nieces and nephews sporting events. Survivors include a brother Donald (June) Tlougan of St. Charles, two sisters Rosemary Webster of Oceanside, CA and Joan Watts of Mt. Holly, NC. He is also survived by his nieces and nephews; Edward , Laura, Julie, Todd, Scott, Mark, Michelle, Lisa, Keith and Nicholas and many great-nieces and nephews. Jim was preceded in death by his parents. A Funeral Mass will be at 11AM Wednesday at St. Charles Borromeo Catholic Church in St. Charles with the Reverend Kurt Farrell officiating. Burial will be in the spring at Calvary Cemetery in St. Charles. Friends may call from 6-8PM Tuesday at Hoff Funeral and Cremation Service in St. Charles.
